Summary

This Law governs public contracts and public service delegations in the Central African Republic and applies to the procedures for awarding, executing and settling public contracts and to the procedures for awarding public service delegations in the CAR implemented by: contracting authorities legal entities under public law; contracting authorities legal entities under private law; legal entities benefiting from special or exclusive rights; coordination, grouping of orders and purchasing centers; externally financed markets. Furthermore, it sets the procedures for awarding public contracts and service delegation agreements (advertising arrangements, calls for tenders); public procurement conditions; and the principles of the separation of the functions of regulation, control, public procurement and public service delegation.
