Order FOM/2924/2006 of Sept. 19, 2006, outlines the content and format of the annual reports that must be submitted to the competent authorities by safety advisors appointed to oversee the transport of dangerous goods by road, rail or inland waterways. Under Royal Decree 1566/1999, which transposed EU Directive 96/35/EC, companies that transport or load or unload dangerous goods by road, rail or inland waterway must appoint one or more safety advisors who have met specific qualifications. A company may be exempt from having to appoint a safety advisor if it transports limited quantities of dangerous goods or if it is only occasionally involved in the transport of low-risk dangerous goods within the national territory.
